Johannesburg - The South African fiscus has "almost no hope" of achieving the targets set for revenue collections in the 2010 financial year.

This was the message conveyed by Professor Matthew Lester from the Department of Accounting, Rhodes University, Grahamstown, at a tax conference sponsored by the South African Institute of Chartered Accountants (SAICA) in Johannesburg on Tuesday.

Johannesburg - Minister of Finance Pravin Gordhan's Medium Term Budget Policy Statement (MTBPS) was described as "realistic" by economist Mike Schüssler on Tuesday.

"As an economist, I take my hat off to the man," Schüssler said after Gordhan delivered his first MTBPS speech to Parliament.

Schüssler said the MTBPS was "very much a continuity of freshwater pearl bracelets government policy".

However, he had some concerns.

"I am concerned about economic affairs getting less money and the size of government expenditure, but overall we got the support of government and government's spend is spread evenly."

Schüssler said he was particularly pleased about the extra infrastructure spend.

He said the budget deficit as a percentage of freshwater pearl bracelet gross domestic product (GDP) at 7.6% was "a huge problem".

"But Gordhan does bring it down to -4.2% in 2012/13 - which is still high but I suppose necessary with the slowdown in the world economy."

"But this is certainly not a left-wing budget," Schüssler said.

However, Troye Lund of Fin24.com reports that the finance minister gave a nod to the left, claiming the country had to rethink its economic model.

Gordhan said while pressure from the left in the pearl strand ANC, trade federation Cosatu and the SA Communist Party was less important than the pragmatics of economics when guiding the fiscus, growth had to become more inclusive and job-creating.

This would require specific reforms that the cabinet's economic cluster would explore in detail.

While the Cheetahs trained throughout last week, the Bulls were given some time off.
